Ahmedabad: The recent circular by the Registrar of Cooperative Societies (RCS) in Gujarat aims to address the escalating conflicts between pet owners, stray dog feeders, animal caregivers, and other residents in housing societies. It instructs societies to avoid violence against community animals and stop harassing animal caregivers, offering relief to those who have faced challenges.

The circular emphasizes the importance of providing nutrition and care for community animals and urges residents to refrain from cruelty. It warns that individuals who harm community animals will face legal action from animal protection organizations. Housing societies are directed to follow the Animal Welfare Board of India’s guidelines, which include proper management of pet and street dogs, and establishing feeding spots for community animals that consider children’s playtime.

The RCS also instructs Residents’ Welfare Associations (RWAs) and Apartment Owners Associations (AOAs) to take responsibility for humane management of animal populations. The new regulations have been welcomed by animal welfare advocates, who see them as a positive step toward a compassionate community. The decision was influenced by submissions from the People for Animals Public Policy Foundation (PFAPPF), highlighting cruelty and harassment in housing societies. The new rules are expected to facilitate legal action against animal cruelty and promote awareness to protect caregivers.
