    117-Year-Old Land Sale Law Set to Change: Central Government to Introduce Major Bill

    Online Property and Land Registry Rules 2025: Register Your Property from Home in the Digital Age

    In line with the digital transformation of governance, the central government is preparing to introduce a new law that will allow citizens to register property from the comfort of their homes. A draft bill has been proposed to launch an online property registration system, aiming to replace the 117-year-old Registration Act.

    Under this proposed law, the registration of documents such as agreements to sell, powers of attorney, sale certificates, and equitable mortgages will be made mandatory.

    The Department of Land Resources, under the Ministry of Rural Development, has released the draft for public feedback. Several states have already decided to amend their existing laws to permit online property registration. Although the Registration Act is a central law, both the central and state governments can collaborate to make modifications.

    Aadhaar-Based Online Registration and Digital Records

    The new bill proposes a system for issuing electronic registration certificates and maintaining digital records. This system will enable users to submit and receive documents online.

    To prevent fraud, the bill includes a proposal for an Aadhaar-based verification system, which will require user consent. For those unwilling to share their Aadhaar details, alternative options will be available.

    The government has also suggested integrating the registration process with other record-keeping agencies to improve data sharing and efficiency.

    The Need for Legal Reform

    The Department of Land Resources stated:
    “In recent years, the increasing use of technology, evolving socio-economic transactions, and growing reliance on registered documents have highlighted the need for a modern, future-ready registration system.”
    The department is seeking public comments on the draft bill.
